Arqua is East Kai's star pupil, best known for his match against Goku during the third round of the Other World Tournament. Things didn't go smoothly at first—he was outmatched early on—but he quickly turned things around by transforming the entire arena into a water environment, which gave him a fighting chance in the battle.
He first appeared in Dragon Ball Z episode 197, "Water Fight," and later showed up briefly in the film Dragon Ball Z: Fusion Reborn.
