Norgalle is a large man with blond hair and an equally impressive blond moustache. What really stands out, though, is his perpetual expression—the kind you'd expect from someone convinced they're royalty. And he is convinced: Norgalle genuinely believes he's the rightful king of the Federated Kingdom. His unit mates have picked up on this, naturally, and they call him "His Majesty" as both a nickname and probably a gentle joke.
He's part of Penal Hero Unit 9004, where his actual talents shine through all the ego. Despite his pompous demeanor, he's genuinely skilled at tuning sacred seals and serves as the unit's engineer. It's a useful combination—someone who can back up his attitude with real competence, even if that competence is being put to use as punishment for serious crimes.
There's one notable exception to his usual haughty behavior: when dealing with Teoritta, a goddess, he becomes noticeably humble and respectful. The contrast is striking enough that fans often comment on it—a man so convinced of his own importance that he's willing to completely drop the act for someone he considers his superior.
