Funaho is Azusa's first wife and Yosho's mother, and she holds the position of Minister of Intelligence for Jurai. She's technically a distant descendant of Masaki, the founder's sister, but identifies as human since she was born and raised on Earth.
She showed up on Earth in OVA Episode 13 ostensibly to visit Yosho (whose "Katsuhito" cover she saw through immediately), check in on Ayeka and Sasami, and most importantly, to pitch Washu on mass-producing Ryoko and Ryo-Ohki as defensive assets for the kingdom. But Washu was already three steps ahead—she turned Funaho down flat. Washu wasn't about to betray Tenchi's trust for a political deal, and she felt strongly that there should only ever be one Ryoko and one Ryo-Ohki anyway. She did reassure Funaho that she wouldn't mass-produce them for Jurai's enemies either, mostly because she had zero interest in helping anyone. (Though later on, Washu did end up creating Fuku, a "sister" to Ryo-Ohki, but that's a different story.)
