Rairen is a notably tall and stocky Shuuki who towers over Jouryuu. His appearance is distinctly less human than hers or Shikoku's—he's got a far more alien Shuuki look, with what appears to be an almost gold mask-like face in the manga (rendered white in the anime).
His outfit is unmistakably Japanese-inspired battle wear, split down the middle: black on the left side, white on the right. He goes for the full warrior aesthetic—long sleeves, gauntlets, black chest armor with white trim, and a half-black-half-white hat that's pretty striking.
Rairen's got an outsized ego to match his height. He's convinced he and the other Hachiraishin are stronger than the Chiefs and views the whole Chief system as outdated anyway. As far as he's concerned, humans are basically disposable—and that includes everyone in the Anti-Demon Corps. He wants them wiped out, sooner rather than later. He's even gotten on Shikoku's case about calling themselves "people," since that lumps them in with humans, which he clearly finds offensive.
