Monroe, who goes by the codename Club, is one of Charlotte Scherzen's inner circle in Adel. She's a minor player in Valkyrie Drive Mermaid, but clearly has earned Charlotte's trust.
Not much is known about her background or motivations, but Monroe fights using an Extar—basically a mysterious weapon that transforms into a trident during combat. The specifics of why she wields this particular Arm remain unexplained in the series.
