Ginji Matsuzaki is the acting wakagashira of the Washimine Group. He works as a street stall vendor these days, but he's best known for his past life as an assassin—specifically, "Hitokiri Ginji," the Manslayer, who wielded a katana with genuinely exceptional skill. The guy could literally cleave bullets out of the air mid-flight, and he was slippery enough to dodge gunfire from multiple opponents at once. Because of all that, he basically never bothered with guns.
For years he looked after Yukio, hoping she'd manage to live a normal life despite the yakuza business running through her family. Ginji clearly regrets his days as a killer, though he's willing to pick up a sword again if it means protecting the people he cares about. When he and Yukio realize they can't take down Balalaika and Hotel Moscow, they arrange a duel with Revy—a fight Ginji doesn't survive.
There's a running joke where Revy calls him "Jumbo" because of his height, though fans often note he bears an uncanny resemblance to Takeshi Takeda (also called "Jumbo") from the Yotsuba&! manga.
