Sally is an Alliance major working in the UESA's intelligence bureau—honest and straightforward in her approach to the job. She first crosses paths with Heero at one of the Alliance's medical facilities, where she becomes fascinated by the enigmatic young Gundam pilot. When the Alliance crumbles and OZ gains power, Sally makes it clear where she stands: against OZ and the Romafeller Foundation. Rather than stick with a losing side, she throws her support behind the Gundams.
After that, she transitions into the Preventers, where she operates under the codename "Water." She's known for working closely alongside Wufei, and later coordinates with both Lady Une and Lucrezia Noin. Her medical background and intelligence training make her a useful asset in the organization, and her no-nonsense attitude keeps her grounded even as the conflicts around her intensify.
