Sister Jill's role in the Panther Claw organization varies depending on the story—sometimes she's the leader herself, other times she answers to a shadowy figure above her.
She's ruthless and self-serving, with a clear sadistic streak. Jill doesn't hesitate to eliminate her own subordinates when they fail her, and in some versions (like Universe) she genuinely enjoys it. She carries herself with confidence and pride, single-mindedly focused on her goals with little concern for anyone else. The one exception is her older sister (or mother in some tellings), Panther Zora—the only person she actually fears.
Honey is her obsession and sworn enemy. Jill wants the android's Airborne Element Fixing Device, but fans often note her interest goes deeper than simple theft. She's clearly attracted to Honey, though she's been shown denying or hiding it depending on the version—particularly in Tennyo Densetsu, where she's visibly uncomfortable acknowledging the possibility. In some depictions, her feelings are depicted more openly as romantic or lesbian attraction.
In Cutie Honey Universe, Jill infiltrates the police force by posing as an inspector named Genet, using the cover to get close to Honey and gather intel. She creates Panther Claw mutants by stabbing victims in the neck with a white rose, which blooms red with their blood—and her victims are exclusively women.
