Norway is one of the Nordic countries and basically the enigma of the series. He's got pale blonde hair, dull dark blue eyes that give off serious "I have no soul" energy, and a floating blonde curl that just. exists beside his head independently. Creator Hidekaz Himaruya explained this is because Norway's a "whimsical" character—hence the detached ahoge that defies all laws of physics.
He's close with his younger brother Iceland, though they've got an odd dynamic. DNA confirmed they're blood brothers, but Iceland stubbornly refuses to call him "Onii-chan." Meanwhile, Norway's so-called best friend is Denmark, whom he's known forever. The thing is, Denmark's hopelessly oblivious—he genuinely doesn't realize Norway barely considers them close. Norway regularly messes with him, and it flies completely over Denmark's head.
Personality-wise, Norway's quiet, emotionally reserved, and kind of a loner around people he doesn't know. But here's the thing: he's actually pretty snarky when you get to know him, at least according to Iceland's pet puffin, Mr. Puffin. Like England, he can see and interact with supernatural creatures—fairies, trolls, that sort of thing—so you'll occasionally spot something magical hanging around him. He also speaks in a Tsugaru dialect and wears a Nordic Cross barrette on the left side of his head.
His official human name was never finalized, but Himaruya's mentioned considering options like Lukas, Knut, Bjørn, Kjetil, Børre, and Sigurd, with surnames potentially being Bondevik or Thomassen.
