Xavier grew up in a royal family, which meant his whole childhood was basically training to rule—learning all that "govern justly" stuff. He's pretty committed to the idea that good leaders need to be brave, so he's always working on being brave himself.
He trained hard in martial arts and eventually became an apprentice under Xander Shakadera. That's when he inherited his Bey, Xcalius, and joined up with the Turbo 4. But he wasn't satisfied just staying put—he wanted to keep getting better, so he took off to find someone actually worthy of battling him.
