Ptilol and Cyprine together make up the fifth of the Witches 5—though technically, Ptilol is just a manifestation of Cyprine's power, not a separate entity. They operate as a single being split in two. Ptilol's name comes from the mineral ptilolite.
In the anime, Cyprine appears as the last Witch 5 before revealing her "other self" during combat. The pair are nearly unstoppable because one blocks attacks while the other strikes from behind. The Sailor Senshi eventually manage to trick them into blasting each other, destroying both at once.
The manga version plays this differently. Cyprine ranks as the highest witch at level 999 and uses an attack called Ribbon Buster. Kaolinite specifically sent her after the Sailor Senshi. When Cyprine attacks Haruka in her apartment, Haruka transforms into Sailor Uranus, and both the Inner and Outer Senshi show up to help. That's when Cyprine weaponizes the tension between these groups, amplifying their existing hostility toward each other. Sailor Moon's Moon Spiral Heart Attack fails to hurt her—instead, Cyprine splits herself in two, manifesting as Ptilol. The two are confident they're unbeatable.
To overcome them, Sailor Moon draws power from all the senshi to create the Holy Grail and transform into Super Sailor Moon, then finishes them both with her Rainbow Moon Heart Ache attack.
