He's the brother of Junkshop and carries a mark of Eleven on his palm. As president of East City, he handles negotiations with the Machines—though he's got that characteristically sluggish look most of the time. But when he transforms into his mutated form, all bets are off. The power surge is so intense he can barely keep it together, and he becomes dangerous enough to take down entire Machines on his own. It's basically uncontrollable.
