Gates is an Amalgam agent who commands the organization's Execution Squads. He's basically two different people depending on his mood—a ruthless killer willing to execute his own subordinates over failed missions or perceived weakness, or a surprisingly sharp strategist. When things go wrong, he doesn't hesitate: he's pushed men out of helicopters, drowned them in pools, shot operatives in the head. He even desecrated Xia Yu Lan's corpse. But Gates also has genuine tactical awareness—he was quick to identify the Arbalest and M9 mechs during the Balic operation. There's a darker humor in how he once sang Ave Maria while Xia Yu Lan and his commandos massacred Balic soldiers around him.
On a lighter note, Gates is surprisingly vain about one thing: his baldness. He's protective about his appearance, particularly the hairless front of his head, which hints at an almost childish self-consciousness beneath all the brutality.
