Nobori is one of the two leaders running the Battle Subway in Pokémon Black and White, partnering with his younger brother Kudari.
Nobori first showed up near the end of BW045 when he and Kudari spotted Team Rocket messing with the track switches. They spent the next couple episodes investigating the disturbances, catching glimpses of suspicious figures before losing them. When Ash, Cilan, and Iris ended up on a stalled subway car in BW047-048, that's when the brothers got a proper introduction to the crew.
The pair are best known for their tag battle against Ash and Cilan in BW051, where Ash brought Tepig and Cilan used Pansage. Kudari refers to Nobori as "big brother," making it clear he's the older twin of the pair.
