Takahashi first shows up in episode 2, hanging around with Toue and Sei while he gives them the play-by-play on Aoba and Noiz's Rhyme match using visual feeds.
By episode 3, he's deeper in Toue's operation—briefing him on the samples coming in from outside and filling him in on the drug's nasty side effects, specifically the Morphine attacks. Later that episode, he's driving through the Old Resident's District with Tae in the back seat. He asks her something cryptic about Aoba being alive, and she just looks down without answering while he smiles to himself.
