Dylan Blake was a mercenary brought in by Umbrella Security Service to help with dirty work during the Raccoon City outbreak. His job was pretty straightforward—help neutralize civilians and get the important people (government officials and Umbrella brass) out of the city alive. He worked as an off-duty operative, which basically meant he was hired muscle when things went sideways.
