Hizaki is the kumicho of Hizakigumi, the second-largest yakuza group in the Kanto region. Due to his bald head, Tsukasa refers to him as "tako" (octopus). He was behind the plot that led to the deaths of Tatsuya Shirogami and Tsukasa's parents.
