Tetchu Suehiro is a member of the Hunting Dogs organization, first introduced during the Decay of Angels arc in Bungou Stray Dogs. He's best known for his ability, "Plum Blossoms in The Snow," which lets him alter the size and shape of his sword—and it's supposedly the most powerful ability among all the Hunting Dogs members.
Personality-wise, Tetchu comes across as stoic and intensely committed to his work. He doesn't mess around when it comes to his duties, which makes sense given the organization he works for.
