Rather than risk direct confrontation or leaving his territory, he prefers to let his angel do the fighting. His strategy is brutal but deliberate—he'll slaughter most of an attacking group, then deliberately spare one survivor. He makes a point of telling them to come back with reinforcements next time, essentially taunting them to try again.
It's a psychological power play as much as a military one. He's confident enough in his position that he doesn't see these survivors as threats; if anything, he seems to welcome the challenge of facing larger groups.
