Takechi is the brains behind the Kiheitai, preferring strategy to actual combat. He's vocal about being a feminist and uses that as his justification for being unusually gentle with women and children—though Matako doesn't buy it, convinced instead that he's got a thing for young girls. The guy's made some genuinely uncomfortable comments about Kagura's future potential, and he's actively prevented Matako from killing her, arguing it would be a waste of her eventual fighting ability. Things went south when a crazed Okada left him severely wounded, and what happened to him after that remains unclear.
His character is loosely based on Takechi Hanpeita, a real samurai from the Meiji restoration period.
