His job is strategy and operations, with one main goal: protecting superhumans from a society that doesn't really understand them. He's got connections everywhere, including with Prof. Magotake Hitoyoshi, who adopted Jiro, and he knows more about superhuman bloodlines and origins than almost anyone else around. Even his own staff has no idea where he actually came from or what his background is.
