Tazuna is a grey-haired, bespectacled man with a distinctive moustache. He typically dresses in a sleeveless v-neck shirt with an obi, paired with pants and sandals, and rarely goes anywhere without a towel draped around his neck and a pointed hat on his head. His son Inari has picked up the towel habit as well. In Part II, he sticks with pretty much the same look.
The driving force behind Tazuna's story is his determination to build a bridge connecting the Land of Waves to the mainland. It's straightforward stuff—he wanted to revitalize the region's economy. The problem was that this plan directly threatened Gatō's grip on the area, and Gatō wasn't the type to let that slide quietly. Knowing full well that Gatō would want him dead but unable to afford actual bodyguards, Tazuna got creative. He hired Team 7 under the cover story of protecting him from bandits, framing it as a C-rank mission to keep costs down.
What makes Tazuna stand out is his willingness to stand against Gatō despite the obvious danger. Most people in his situation would've backed down. He didn't. When the bridge was finally finished, he named it the "Great Naruto Bridge" in honor of Naruto Uzumaki, partly as thanks and partly as a tribute to the kind of courage Naruto had shown him.
