Shane Caxton is an American black-ops operator stationed in Roanapur, lying low before a deployment to Indochina. He's a Vietnam vet like Dutch, and unlike a lot of guys who came back from that war, Caxton never let go of his moral compass—which has become a real problem for him.
His unit, Gray Fox, was ordered by an NSA division to assassinate Garcia Lovelace's father. That decision turned Roberta into an implacable enemy, and her vendetta has sucked half the criminal underworld into the mess—the Triads, Hotel Moscow, the Church of Violence, everyone. Mr. Chang's actually trying to smuggle Caxton and his men out of the city before Roberta kills them, since their deaths would spark a full-scale war between Roanapur's gangs and the U.S. government.
When Caxton runs into Lagoon Company, he immediately recognizes Dutch and says something that visibly rattles him.
Among his peers, Caxton's got serious respect. Gray Fox's second in command knows him as the guy with genuine integrity—he's basically the closest thing this series has to an ideal American soldier. During the war, he actually executed one of his own men for torturing and killing civilians, which says everything about where he draws the line. He's the kind of operator who'll risk everything to protect innocents; when Gray Fox is fighting its way out of Hotel Moscow, he makes sure Garcia Lovelace gets out alive.
