King Hiryuu is best known as the founder of the Kingdom of Kouka. He gave up his dragon form to become human specifically so he could protect people, which honestly sets the tone for the entire kingdom's whole deal. Fans often note his especially close bond with Zeno, the Yellow Dragon—close enough that Hiryuu entrusted him with his personal necklace, which is kind of a big deal.
