Azazel's personality is hard to pin down—he swings between laid-back and serious, wise and completely unhinged, sometimes all at once. He's obsessed with research, particularly Sacred Gears, and genuinely prefers talking his way out of conflict rather than fighting. Despite his eccentric nature, he cares deeply about his fellow Fallen Angels, especially Shemhazai and Baraqiel, and his charisma keeps his followers loyal.
That said, he's got some obvious quirks. He's a self-admitted pervert with a fixation on breasts, had multiple harems over the centuries, and—famously—fell from Heaven specifically because of lust. Now that many of his friends are settling down with families, he seems to wrestle with complicated feelings about it.
Before the fall, Azazel was just a regular angel in Heaven. He once wrote a research paper on his own invention, the Blazer Shining Aura Darkness Blade, an Artificial Sacred Gear. When Michael published it, Azazel was mortified. That embarrassment pales in comparison to what came next: he slept with a human woman and got cast out of Heaven for it. After his fall, he founded Grigori, the Fallen Angels' organization, and took charge as Governor General.
During the Great War between the Three Factions, Azazel made the call to pull his forces out early—a decision he'd later regret as he watched his subordinates fall. After retreating, he threw himself into Sacred Gear research, developing artificial versions and eventually striking a deal with Fafnir, one of the Five Great Dragon Kings, to aid his work.
He first meets Issei in Volume 4 and later becomes instrumental in brokering peace between the three factions at their leadership summit.
