Pikkon serves as the West Kai's strongest fighter, though he's been dead for who knows how long. He's spent all that time in the Other World grinding relentlessly until Goku shows up for the Other World Martial Arts Tournament. Watching Pikkon demolish Olibu in an earlier match, Goku realizes he's finally found a real challenge.
Their final matchup is intense and competitive. Goku eventually spots an opening in Pikkon's signature energy blast and manages to send him flying out of the ring—except both fighters end up touching the ceiling during the exchange, so the whole thing gets called a draw. The two end up bonding over the fight afterward, and Pikkon walks away determined to train even harder so he can actually beat Goku one day.
Pikkon shows up again during the Buu saga. He and Olibu team up to antagonize Kid Buu for a bit, trading blows until Buu gets distracted by sensing Vegeta and Goku's power levels. Later, in Fusion Reborn, Pikkon holds his own against Janemba long enough for Vegeta and Goku to combine into Gogeta and handle the real threat.
