Maya is a recurring character in the Pokémon anime who serves as a Sea Priestess of the Whirl Islands. She's the caretaker of the Whirl Cup, a competition she oversees using the magical power of the Great Sea Spirit Sapphire—a responsibility passed down through generations of Water-type Trainers before her. When she invokes the Sea Spirit Union, she can apparently communicate directly with Water-type Pokémon.
