Kaburagi is a Gym assistant at the Blackthorn Gym in the Pokémon anime. He's mostly known from a handful of appearances throughout the series, though fans might recognize him better from the manga adaptation Ash & Pikachu. His English name was only given in closed captioning rather than actually spoken in the show, which is pretty typical for minor characters who don't get much dialogue.
