Tamotsu Fukuda is one of the main antagonists in ID: Invaded. He's a serial killer operating under the moniker "The Perforator"—a nickname that comes directly from his method: he drills holes into his victims' heads. Fukuda genuinely believes he's helping them, that he's opening a pathway to some kind of transcendent mental state. It's this delusional conviction that makes him particularly dangerous and unsettling; he's not killing out of rage or simple sadism, but out of a twisted sense of purpose rooted in his severe psychological disturbance.
