Jorge Saotome is an oni who serves as Koenma's personal assistant, stepping in whenever Botan's duties keep her on Earth. He's basically the guy Koenma takes his stress out on—which happens pretty often, honestly. When Koenma gets anxious about a situation, Jorge tends to bear the brunt of it.
Here's the fun part: near the end of the anime, it's revealed that Jorge has been the series narrator all along. It's a running gag based on the fact that he and Koenma share the same voice actor. In the English dub, he barely gets called by name and is usually just referred to as Ogre or Blue Ogre instead.
