Kurama is the oldest of three kids born to Myoue and Koto. Growing up half-human meant he was sickly as a child and basically confined to home—he couldn't just walk around the city like other kids. That restriction stayed with him until he got to the City Through the Looking Glass, where suddenly he had the freedom to actually go places. It's kind of the opposite of what you'd expect.
His relationship with his siblings has always been rocky, but when their parents took off, Kurama stepped up and took charge. He and his siblings ended up forming the council of three, which basically runs the city—and Kurama's the one really calling the shots.
