Tsukumo's currently serving time at Nanba Prison after being arrested for trespassing—though he's got a history of breaking out of other facilities, which is why they sent him here. He started in Building 13, Cell 13, but got moved to Cell 11.
He claims to be a shinobi, though honestly his skills are pretty rough. Turns out he's actually a fairly well-known actor who grew up in a shinobi village before his parents disappeared. Fed up with the acting thing and wanting to get back to his roots, he wandered onto someone's private property while trying to find his way back—that's what landed him here. His manager, Hanzou Hattori, tried to talk him out of staying for his full sentence, but Tsukumo's decided to see it through anyway.
