Phantom Empire General
He serves as a general in the Phantom Empire and is basically the reason Tsumugi gets pulled into the whole conflict. His pitch to her was straightforward: the Pretty Cure are a threat to her dancing dreams, and they're coming after him specifically. By convincing her that fighting them is necessary to protect what she loves, he manages to recruit her to the Phantom Empire's cause. Whether or not his claims hold up is another story, but he's effective at getting her on board.
