Rafil is the fourth unit of Flügel and Jibril's sister. She's never officially confirmed to have major authority, but she clearly wields significant influence over other Flügel, their forces (the Phantasma Avant Heim), and arguably holds political clout equal to or even above Jibril and Azril. Whether she actually sits on the Council of Eighteen Wings remains unclear.
