ZERO
Known in Sora no Otoshimono as "That guy" or occasionally "pigeon guy," ZERO is an internationally wanted Class-S criminal with a bounty of $9.9 billion—and a perfect arrest record of zero. He's responsible for 20,000 deaths in just three years.
He's best known for showing up every summer festival season with his own elaborate festival already set up, complete with a banner reading "JUDAS" at the entrance. Pigeons are basically his calling card; he's constantly surrounded by massive flocks of them, a visual reference to how he was introduced in the JUDAS manga.
ZERO spends most of his time tormenting Tomoki alongside the student council president, and he takes particular pleasure in sabotaging whatever prize or tournament Tomoki tries to win. Fans often note that despite his astronomical body count and criminal status, he comes across more as an annoying recurring nuisance than a genuine threat—which is probably the joke.
