M-21
M-21 was one of the earliest human test subjects in the Union's experimentation program, assigned the designation "M-21" as the 21st subject in that initial batch. The experiments didn't go as planned—he's considered a failed result of the Union's work. Despite this, he ended up taking on one of the lowest-ranking agent positions within the organization, a role he shared with fellow failed experiment M-24.
