Segawa Kotetsu works as the combat butler for the Segawa family and is Izumi's older fraternal twin. He's probably best known among fans for his obsessive hobby: trains and train turntables, which comes up constantly as a running gag.
Kotetsu is genuinely shy—he's never managed to work up the nerve to ask anyone out—and his consistently terrible luck with women has made him pretty bitter about the whole thing. That all changed when he spotted Hayate at Hinagiku's birthday party and fell hard, convinced he was in love. The catch? He was actually attracted to Hayate's female alter ego, Hermione Ayasaki. When Izumi clued him in on Hayate's real identity, he didn't take it well. He even kidnapped Nagi just to drag Hayate out and confirm whether he'd stay committed to his butler duties while crossdressing.
Nagi ended up calling him out for being shallow about love, which actually stuck with him. He apologized and changed his tune—and weirdly, he stayed interested in Hayate even after finding out the truth. If anything, he got more hung up on him afterward, constantly trying to engineer reasons to spend time together. He challenged Hayate to ping pong at a hot spring just to keep him company, stuff like that.
In the anime itself, Kotetsu barely shows up. He makes quick appearances here and there, though Izumi mentions him pretty regularly.
