Kagetora is an old friend of Matsuri's and claims to be the best Rise-type PSI user in eastern Japan. He's devoted to her ever since she supposedly saved him from a hit-and-run accident years ago—though the truth is messier: it was actually a gunshot wound from a gang fight. He's proposed to Matsuri 22 times without success, but his loyalty hasn't wavered.
He looks exactly like what you'd expect: sunglasses, slicked-back hair, a printed button-up shirt. Pretty much the classic tough-guy aesthetic. He loves cats and Mont Blanc cake, and has a strict code against hurting women or children.
As a Psychicer, Kagetora doesn't know much about Psyren itself, but he eventually helps train the new Psyren Drifters in Rise techniques anyway. He's also been trying to crack down on PSI users turning to crime, though he nearly died fighting Inui—only surviving thanks to Ageha's intervention. Things get darker from there: he and Matsuri are suspected dead in the present timeline.
However, his past self makes a comeback in Psyren proper. Nemesis Q gives him and Matsuri a chance to save Ageha and Amamiya from Grana and Junas, and it's during this that his real ability is finally revealed: his PSI grants him extreme regenerative powers, letting him recover from damage at an insane rate.
