Shingo is Usagi's annoying younger brother—and notably, the only Sailor Senshi we know has any siblings at all. He's got the classic little-brother dynamic down: he respects her in his way, but mostly just teases her about being clumsy and emotional. Still, he does think she means well.
He shows up early in every version of the series but never becomes a major character. What's interesting is that he's actually a huge Sailor Moon fan, though he has no idea his sister is the real deal. He got into her after she rescued him from Dark Kingdom forces early on, and he's also caught up in the whole Sailor V hype like everyone else. Beyond that, Shingo's a typical kid—he's into video games and a solid student.
He pops up fairly regularly in the first season, then fades into the background pretty quickly. One of his most memorable appearances comes much later in Sailor Moon Super S (Episode 144), when he develops a crush on Ami. Fans often point to this episode as one of his better moments since he actually gets some real focus for once.
