Commander Keiji
He runs the Ogikubo branch of Space Patrol and is genuinely obsessed with justice—it's basically his entire personality, showing up constantly in his catchphrases and manner of speaking. The thing is, despite all the tough talk, he doesn't actually do much himself; he's heavily dependent on his secretary to get things done. He's also notorious for jumping to conclusions without thinking, which leads to some awkward moments early on when he arrests and releases Luluco multiple times in quick succession.
You'll almost always find him planted at his desk, and he has this habit of making a gun gesture with his index and middle fingers. His body is skeletal and constantly engulfed in purple flames, which fans generally interpret as a visual representation of his burning sense of justice.
