Hopkins is a one-off character from the episode "Holy Matrimony!" who serves as James's butler. He goes unnamed in the Japanese version, where he's simply credited as the butler.
Hopkins first meets Ash and the others when he spots them examining a missing poster of young James. After they confirm they've seen him, Hopkins shuttles them to James's place in a limousine. When Ash marvels at what turns out to be just the doghouse for James's prized Growlie, Hopkins gets snippy and reveals the actual mansion—which is somehow even more ridiculous. He's the one who breaks the news that James's parents have passed away and that he's stuck marrying his fiancée Jessebelle or lose the entire estate to charity within a day.
Later, Hopkins helps get James ready for the wedding after Jessie and Meowth drag him back home. He also kicks Ash and his crew out of the mansion's dungeon before getting tossed into the fountain himself by Jessebelle, who was fleeing from Growlie at the time. He was last seen feeding the Magikarp in that fountain just before the chaos erupted.
