Kye showed up in the episode "Bonnie for the Defense!" as a character of the day. He's one of three members of the self-appointed "Lapras Defense Force"—a group he runs with Heidi and Jay who've basically decided it's their job to protect Lapras in the area.
The show plays him mainly for laughs: Kye constantly mangles his words, and Jay is always there to correct him. It's a pretty straightforward running gag that carries through the episode.
