Sailor Chi and Sailor Phi exist only in the manga and musicals, where they rank among Galaxia's most devoted followers. Named after Greek letters (Chi written as X), the pair serve as the Starseed Gardeners—essentially palace security with a cosmic twist, keeping watch over the starseeds cultivated in Galaxia's gardens.
They dress similarly but distinctly: Chi wears a green outfit that leaves her midriff exposed and flows into a high-slit skirt, while Phi opts for red with full midriff coverage and practical pants. Both carry staffs topped with sun symbols that double as weapons, and Phi can unleash an attack called Galactica Plants Blizzard.
Beyond garden duty, Chi and Phi function as Galaxia's lieutenants—messengers who oversee her other servants and report back on their progress. Phi shows up first in Act 45, informing Galaxia that Aluminum Siren has failed her. Chi arrives later in Act 48. The two are responsible for taking down all three Sailor Starlights and Princess Kakyuu, plus an unknown number of others. They don't go down easy either; they manage to substantially power up Galaxia before Eternal Sailor Moon defeats them both in Act 49.
