He's the son of some wealthy loan shark operating on the 20th floor, which basically means he's never had to earn anything in his life. True to form, he's pretty rash and spoiled, the kind of guy who throws his father's resources at problems instead of actually solving them himself.
He climbs the tower mostly because he can afford to, not because he's particularly talented or driven. His strategy is straightforward: spend big, advance fast. Most people don't expect much from him beyond that.
