Bless Minister serves as Vice-Director of the Bureau of Magic and presides over Mash's trial for hiding his complete lack of magical ability. He's convinced that Mash represents a fundamental threat to the magical world's harmony—basically a glitch in the system that needs to be removed before it spirals into something worse. His whole case boils down to one argument: this kid is dangerous and has to be dealt with now.
That said, his dramatic speeches don't always land the way he wants. Ryoh cuts him off mid-conviction, and later, Minister finds himself genuinely shocked when Mash somehow manages to light a candle without ever touching it—something that shouldn't be possible for a non-magical person, which clearly throws him off balance.
