Saejima works alongside Himuro, Fuyutsuki, and Komori at the same workplace. He's close with Komori and pretty clearly has feelings for her—his conversations with her tend to make her blush, though she seems completely oblivious to what's actually going on. The irony is that while Saejima and Komori are clueless about each other's feelings, they're both fully aware of what's happening between Himuro and Fuyutsuki.
Saejima has a habit of showing up to needle Himuro whenever he gets flustered or emotionally overwhelmed. He's basically the guy making dry observations from the sidelines while everyone else is caught up in their own drama.
His name breaks down as Saejima—"clear, serene, cold, skillful" (冴) paired with "island" (島).
