Darlian raised Relena as his adopted daughter after rescuing her during the Sanc Kingdom's invasion. He'd been a trusted aide to the Peacecraft family, but his real significance came from his political stance—he pushed for peace with the colonies while the Earth Alliance was busy tightening its grip on them. At some point, Darlian found out about Operation Meteor, which made him a liability to Dekim Barton. He probably wouldn't have survived that situation if Heero Yuy hadn't stepped in to save him.
