Romania debuted in 2011 as a new character in volume four of the manga. In Hidekaz Himaruya's colored artwork, he appears as a young man with light reddish-brown hair and reddish eyes—and he's got fangs, which fans obviously connect to the whole Transylvanian vampire thing (whether that's literal or just for fun remains a mystery).
His deal with Hungary is basically nonexistent. They don't get along at all; in fact, Hungary names her dogs after famous Romanians just to mess with him. Naturally, most Romanian jokes end up being about Hungarians in return—think "In Soviet Russia." but make it Eastern European.
Personality-wise, Romania comes across as sly, eccentric, and friendly enough, though maybe a bit careless. He's into black magic and the supernatural like England, and he genuinely believes in folklore and the occult. But there's a softer side too—he's got this romantic streak and actually dreams about fairy tales and princesses. According to Himaruya's profile, his relationships with Italy and Germany are pretty straightforward and business-focused, though he's been making an effort to befriend Turkey lately.
One more detail: his left ear is pierced. Whether the right one is too? Nobody knows.
