Hibana's the second magical girl we meet in the story, and she's basically obsessed with anything cute—which makes it pretty funny when you realize how quickly she loses it if she's not vibing in her comfort zone. She's got this wild habit of turning on her Angel companion, and everyone's always caught off guard by how her innocent look completely clashes with the absolutely foul mouth on her. Like, you see the cute exterior and then she opens her mouth and it's jarring.
She went to grade school with Byakuya, so they've got history there.
Design-wise, her outfit's pretty clearly inspired by Homura Akemi—you can especially see it in those diamond patterns running down her stockings.
