The Governor of Tokyo and primary antagonist of the series. Asuta's father runs a tight ship—literally, given his willingness to deploy military force at the drop of a hat. He's obsessed with expanding Tokyo's control across the entire country, annexing Japan piece by piece under his rule. His surveillance of Zvezda is relentless, though his heavy-handed military tactics eventually alienate him from the Prime Minister, who grows tired of his aggressive approach. By the story's end, his own methods have undermined his political position.
